I understand charging a small fee but $25 is outrageous. Someone needs to evaluate why this cost is so high.

They really charge $25 to reprint a certificate? I can print it, just email it to me. I don't plan on ever rejoining or again certifying with an organization that can't simply get a pdf of of a certificate or wallet card.
